School Cell Phone Policy Toolkit: Sample Documents and Parent Letter

As states and school districts continue adopting or strengthening student cell phone policies, school leaders are looking for practical examples to help guide implementation. The momentum continues to build nationwide. As of June 2026, 44 states and the District of Columbia had enacted statewide policies governing student cell phone use in K-12 public schools, including 35 states with bans or significant restrictions. Since then, several more states, including Georgia, have continued advancing or implementing new statewide requirements.

This downloadable toolkit includes three real-world resources shared by a National Council of School Safety Directors (NCSSD) member to help districts develop, refine, or communicate their own approach to student cell phone use. The documents have been redacted to remove identifying information and are provided as reference materials for educational purposes.
